Racemixing: Ever? Never?

In this sphere it is common, even among non-wignats (and when I say wignat, I mean The Right Stuff dot Biz, not Hyperboreans from Atlantis), to assume that racemixing is guaranteed to result in the decay of the human and of the nation.

The argument for this is pretty clear, especially in the case of, say, various European countries, where one can speak of a proper ethnos.

What of states where it is harder to speak of an ethnos? Some have never achieved ethnogenesis for various reasons, some have seen their founding stock dwindle, some have always existed as a sort of mishmash oriented around commercial concerns or the like.

The point is to be willful in breeding, but that does not necessarily imply that all racemixing is to be avoided. Historically, it is obvious that some miscegenation was instrumental in the production in the noble races (pick your poison). Outbreeding also seems to be a common behavior among the conquering races.

When is homogeneity a political necessity? Always?
Who gets to step out, and when?
How might a true understanding of race inform good breeding?
Does a focus on purity leave good traits on the table? Does too lax an attitude lead to a disintegration of centuries of biological work? Is there a balance to be struck?

It's fine to discuss this stuff (politely) as it comes up in other threads, but I think racism should be offtopic for main threads for now. I'd like us to get more established on other less controversial topics first.

There's a lot that can be said usefully on this subject, but it's one of those topics that tends to go sideways and dominate the forum. I don't think sofiechan is strong enough for this question yet.
