I think the key thing here is that BAP is not really arguing with Tivy so much as with actual policy makers inside the US government and their facepoasting allies outside it (e.g., American Compass, American Affairs, etc). This essay is aimed straight at the Cicero boys who are scattered across the administration. Wolf just gave him a convenient launching point.

I haven't read it in detail yet but I have skimmed it and yeah I didn't find anything addressing the substance of Wolf's point, but more like attacking a bunch of other bad arguments that go around in the Trump right. I liked Tanner Greer's comment that this was a way to attack elements within the Trump admin for counterproductive stupidity without actually creating an awkward political situation. This is what you say as well OP.
